Every charge runs inside one SQLite BEGIN IMMEDIATE transaction that reads the remaining budget and writes the charge at every level before it commits, so concurrent charges are serialised. Today's blind set fired 30 threads of $1 at a $10 limit: exactly 10 allowed, $10.00 spent.

Both gateway instances use the same database file, so the guarantee holds across them. It does not hold across two separate servers with separate files.
