When you click "Execute", a request is sent to the CAIN Decision API at
POST /api/v1/decision. The decision engine evaluates the action
against OPA policy rules, determines ALLOW or DENY, and returns the enforcement
action (PERMIT or BLOCK). The complete decision record is then stored as
tamper-evident evidence in the WORM-protected evidence store, including a
cryptographic hash for integrity verification.
