Set 1 does not probe 88 state-changing routes (kill switches, revokes, writes) on purpose; those are covered by their own product tests, not by this sweep
Shadow mode is unchanged by design: an unrecognised verdict in shadow mode reports ALLOWED_DEGRADED, and enforcing denials report ALLOWED_WITH_DENIALS

Needs the owner's gateway rolling deploy (scripts/ops/rolling_deploy.py); until then the live gateway still runs the open vocabulary
