Does it replace code review?

No. It decides which PRs need a person urgently (REVIEW/BLOCK) and leaves a signed record of what the gate saw.

Private repositories?

Use the Action: it runs in your CI with your token. The URL checker only fetches public PRs.

Is my code stored?

The diff is not; the signed statement (verdict, findings with redacted secrets, digests) is.
