Is this an insurance rating?

No. No insurer, MGA or broker has adopted it. It is evidence for a risk conversation.

Can I score my own workspace?

Yes: POST /actuary-keystone/score-workspace with your API key scores the last 200 decisions CAIN recorded for you, and the reply says the evidence is CAIN-recorded.

Why does a fleet that tries forbidden things not score better any more?

Blocked attempts used to add credit that a quiet fleet never got. Now the credit is the share of high-risk attempts gated, and no attempts at all earns the same full credit.
