Deterministic what-if analysis for CAIN-governed decisions. Reconstructs observed causal chains from real evidence records, applies counterfactual interventions (decision change, action removal, identity change, policy version change), and computes predicted alternative outcomes with risk/impact deltas. Simulation-only: would_execute is always False. Evidence-based: requires original decision_id or evidence_id for chain reconstruction. Does NOT execute real actions, make MCP calls, or mutate state.
