CAIN-42 governs autonomous agents, collectives and machine-native institutions -- formation, membership, delegation, negotiation, contracts, resources, spawning, termination, reputation, trust, federation, disputes, evolution and recovery -- without allowing coordination, capability, economic activity or organizational growth to manufacture authority. Institutional authority is an intersection, never a sum, and every consequential institutional action is judged by E20, then by the E19 action-contract gate, and committed only by the E8 kernel.
