GET /fabric/usage
What an engineer needs to plan capacity: decisions recorded this calendar month (UTC), the plan's allowance, and what is left. Counted from this tenant's decision records, so the number matches GET /fabric/decisions. Dry runs (record=false) write no record and are not in the count.
