GET /fabric/sentinel/trust-state

Get the caller's tenant trust state, computed from that tenant's own evidence (drift, impact) plus attestation-service availability. The platform conformance suite is reported alongside as `platform_conformance` but does not set a tenant's state: it tests the platform, not the tenant.

FAIL-CLOSED: UNKNOWN cannot become TRUSTED.

Returns deterministic trust state with evidence.
