List Recovery Targets

GET /fabric/resilience/targets
List valid recovery targets for an entity.
NOT just "latest" - deterministically evaluated candidates.
Each target includes: - version - age - integrity score - provenance - dependency compatibility - policy compatibility - identity compatibility - security state - evaluation results - evidence integrity
