GET /fabric/impact/status
Impact status for the caller's tenant (the gateway's tenant gate binds `tenant` to the key).
incidents_open counts this tenant's recorded high/critical impact analyses. There is no incident-resolution workflow in this service, so incidents_resolved is null, not 0.
