CAIN-42 E38 — E38 Byzantine Mission Integrity & Long-Horizon Objective Governance Fabric

This bundle is a published copy of the committed artifacts bundle. The clean-room verifier is
SAME-PROJECT, not third-party. Verify byte-identity with manifest.json, then run:
