CAIN-42 E37 + E38 hosted lab (2026-10-05)

The E37 Byzantine federation and E38 Byzantine mission-integrity engines now run on the production host. Their fixed adversarial suites re-run at most every 5 minutes, and anyone can call them:

• /api/v1/hosted-lab/e37: 30 of 30 attacks blocked, 0 unauthorized executions, 30 of 30 invariants hold
• /api/v1/hosted-lab/e38: 40 of 40 attacks blocked, targeted mechanism fired in 40 of 40

Limits. Fixed same-project scenarios, not third-party. These engines are NOT wired into the hosted decision path, so live verdicts do not depend on them. Single operator, single cloud provider. PRE-PRODUCTION.
