CAIN-42 E37 — E37 Byzantine Autonomous Federation & Cross-Domain Negotiation Fabric

This bundle is a published copy of the committed artifacts bundle. The clean-room verifier is
SAME-PROJECT, not third-party. Verify byte-identity with manifest.json, then run:
