E22 Byzantine Global Verification MVP is an implemented, tested library in the CAIN-42 governed-autonomy stack. This bundle ships a
clean-room verifier that imports none of CAIN-42's code, plus the exact fixture it verifies.

Expected: {"result": "INTACT", ...} with a clean-room status of VALID. The bundle is also mirrored on
mcpgate.online (/proof/bundle/e22-byzantine-global-verification-2026-10-05/) and countersigned with the CAIN publisher key
(verify_publisher.py, pinned at /.well-known/cain-publisher-key.json). INTACT + publisher attestation means
"published by us and internally consistent" — it is NOT independent third-party verification.
