CAIN-42 E20 evidence

Save verify_e20.py.txt as verify_e20.py (Python 3 + `cryptography`; it imports nothing from CAIN) and run:
  python3 verify_e20.py .
It re-hashes every file against MANIFEST.json and recomputes, from the published bodies: the institution
identity, constitution, passport and founding-grant signatures; every agent delegation signature; the
institution's effective authority (boundary ∩ founding ∩ state ceiling, with its own copy of the ceiling
table); every member's authority (grant ∪ bounded delegations, ∩ institution, ∩ parent agent); the lineage
hash chain; the resource-ledger chain, every signed mint order, the replayed balances and conservation; the
E20 execution decision, the E19 action contract and decision, the E8 canonical-action hash and token
signature; the negotiation chain and signatures; the contract digest, eleven fields and both party
signatures; the economic action; the birth certificate, termination and dissolution receipts; the memory
chain; reputation scores (per-controller, decayed, reciprocal ratings excluded); bounded trust values; the
dispute decision from verified evidence; the federation intersection; and it checks the invariant, bench,
end-to-end, mutation and scale records for consistency (it does not re-run them). It proves the bundle is
intact and self-consistent. It does NOT prove that any claim, belief or reputation is true, and nothing in
it moves real money or controls any real agent, vehicle, drone or robot.
