CAIN-42 E19 evidence

Save verify_e19.py.txt as verify_e19.py (Python 3 + `cryptography`; it imports nothing from CAIN) and run:
  python3 verify_e19.py .
It re-hashes every file against MANIFEST.json, recomputes every published digest (state lineage, autonomy
state, goals, beliefs, model, mission, memory chain, checkpoint, contracts, decisions, the E8 action hash),
re-derives the effective authority as the intersection of the sixteen published factors, re-derives the
autonomy level of every published case with its own copy of the rule, re-derives which bindings invalidated
the invalidated contract, verifies every Ed25519 signature (E8 token, human approval, governance quorum,
checkpoint, master proof), and checks the invariant, bench, end-to-end and mutation records for consistency
(it does not re-run them). It proves the bundle is intact and self-consistent. It does NOT prove that any
belief is true, that any model is accurate, or that any vehicle, drone or robot is safe or controlled.
