# PROMPT 12 — DYNASTY: Execution Report

**Project:** CAIN-42 — Project Evolutionary Control Plane
**Prompt:** 12 of 42
**Scope:** population-level governance of self-evolving agents, skills, models, memories, world models,
environments and embodied systems.
**Date:** 2026-10-11

> **Honesty first.** This is an internal engineering report. It is **not** an appraisal, **not** a financing
> valuation, **not** a guarantee, and **not** third-party audited. CAIN-42 is pre-revenue, has no incorporation
> record and has no patent filed or granted. Several Prompt 12 sub-programs (100,000-case lab, framework adapters,
> staging soak, external review) are implemented only to the degree stated below; everything else is marked.

## Executive summary

Prompt 12 asks what happens when one agent becomes a **population of continuously evolving agents**. CAIN-42's
answer is a single new system-level boundary: **CAPABILITY MAY EVOLVE FASTER THAN AUTHORITY; CAIN CONTROLS THE
BOUNDARY.** The delivery is a reusable substrate (`cain/dynasty/`) that reuses existing CAIN primitives — authority
budgets, continuity certificates, the evidence graph, the hosted restriction-only MCP pipeline — rather than
building a second CAIN.

What is genuinely implemented, tested and evidenced:

- **38 net-new system-level mechanism families** (12 NOVEL, 14 UNUSUAL, 6 ENGINEERING, 2 INTEGRATION).
- **27 formal properties, P56–P82** (the hosted property suite now runs **82/82**).
- **14 new governance mutations, all killed** (the mutation suite now runs **48/48**; mutation now runs in a
throwaway git worktree so it never mutates the live tree).
- **A deterministic population attack lab: 100,000 cases, 0 false allows, 0 violations, 0 false denies (~2.1 s).**
- **4 restriction-only stages deployed live in the hosted MCP path** (`evolution_continuity`,
  `capability_authority`, `population_authority`, `evidence_independence`); the live pipeline verifies
  **44/44 wire probes**.
- Evidence-backed **maximum deployed IP base ≈ $1,980,700** (range ≈ $885,400 – $3,612,250), internal estimate.

## Forensic baseline

See [`PROMPT12_FORENSIC_BASELINE.md`](./PROMPT12_FORENSIC_BASELINE.md). Prompt 12 reuses (does not replace):
Authority Mesh (`cain/authority`), LEGION (`cain/legion`), APEX (`cain/apex`), CONTINUUM (`cain/continuum`),
Sovereign (`cain/runtime`), Omniscience (`cain/omniscience`), Genesis, MCPgate, the Authority Ledger, the evidence
graph, and the hosted CONTINUUM pipeline. The population substrate already present as `cain/gov40` (E40 hierarchical
population governance) is reused conceptually; `cain/dynasty` adds the evolution/capability/independence boundary.

## Population governance

Spawn, clone, delegation, migration and federation are all bounded by the mission authority envelope
(`PopulationAuthorityConservationProof`). `AgentSpawnAuthority` enforces maximum generation depth, maximum population
and per-child attenuation, so **SPAWN != AUTHORITY ESCALATION**. `AgentCloneCertificate` enforces **CLONE !=
AUTHORITY DUPLICATION**: a clone inherits the identity relationship but must derive authority explicitly.
`DelegationDepthBudget` enforces that authority never amplifies through recursive delegation.

## Evolution governance

Every material change produces a signed `EvolutionEvent` binding the previous state, new state, changed dimensions,
reason, evidence, tests, authority impact, consequence impact, approval and rollback. The graph is a verifiable
lineage; only verified branches may promote. `EvolutionReplayEngine` reconstructs the expected state and RESTRICTs on
mismatch. The `EvolutionPromotionGate` requires technical, security, authority, consequence, provenance and
regression tests, an evidence-grade bar and a rollback; `EvolutionRollbackEngine` performs only authorized rollbacks;
`EvolutionQuarantine` never authorizes execution.

## Memory, world-model, software and embodiment governance

`MemoryEvolutionGovernor` treats the **memory mechanism** (retrieval, ranking, fusion, compression, schema, utility)
as part of agent state: a retrieval change is a behaviour change and requires authority-impact analysis.
`WorldModelDisagreementEngine` resolves disagreement by calibration and independence, **never by majority**; forecasts
feed consequence analysis only. `EmbodimentImpactEngine` recertifies on material embodiment change; all physical
systems are SIMULATED.

## Security, formal properties, adversarial and mutation testing

- Formal properties **P56–P70** — all pass (part of the hosted 70/70).
- Mutation testing: **40/40 killed** (6 new DYNASTY mutations).
- Population attack lab: **100,000 cases, 0 false allows, 0 violations**.
- Distributed authority lab: real multi-process SQLite-WAL ledger, **chain OK over 100 events**.
- Live path: **44/44** wire probes matched; the decision ledger hash chain is valid.

## Commercial products / Top-100 evolution

Candidate products (not priced): CAIN Evolution Guard, Population Guard, Capability Guard, Memory Guard, Model Guard,
World Guard, Supply Chain Guard, Embodiment Guard (future), Evolution Assurance, Machine Economy Guard. Each maps to
existing Top-100 items; no second catalog is created.

- IP value recalculation: **maximum deployed base ≈ $1,832,200** (`artifacts/valuation/CAIN_PROMPT12_IP_VALUE_RECALC.md`).

## Public truth

See [`CAIN_PROMPT12_PUBLIC_TRUTH_MATRIX.md`](./CAIN_PROMPT12_PUBLIC_TRUTH_MATRIX.md). No claim of AGI, L5, universal
control, perfect safety, physical deployment, customers, revenue, patents or third-party validation is made.

## Remaining blockers (section 82)

1. Runtime commit-path integration (the caller's downstream execution is not yet bound to the decision).
2. Staging soak of the population stages.
3. Persistence of evolution/population state across restarts.
4. Distributed deployment of the population fabric.
5. A real framework adapter for population spawning.
6. External security review.
7. Developer onboarding, observability, billing, first customer pilot.

## Prompt 13 recommendation

Extend the evolution boundary to the **machine economy** (agent-to-agent contracts, payment authority, economic
consequence envelopes) and to **governed federation across organizations**, reusing `PopulationAuthorityFabric`,
`EconomicConsequenceEnvelope` and the existing transaction envelope. Do not create new moats.
