# CAIN42 — PROJECT ATLAS Report (Prompt 15)

**Autonomous Trust Federation.**
Internal engineering report. **NOT** an appraisal, financing valuation, guarantee, or third-party audit.
Pre-revenue except the founder-attested first revenue; no incorporation record; no patent filed. Physical systems
**SIMULATED**; machine economy **SANDBOX**.

## Executive summary

Prompt 15 evolves CAIN-42 into a **federated assurance fabric**: independently operated agents establish
machine-verifiable trust across organizational boundaries without either side blindly trusting the other's
implementation. The receiver defines REQUIRED ASSURANCE; the remote agent presents AVAILABLE ASSURANCE; ATLAS
computes a deterministic ASSURANCE MATCH. Local policy is always authoritative.

Delivered:
- **20 net-new system-level families** in `cain/atlas/` (8 NOVEL, 8 UNUSUAL, 3 ENGINEERING, 1 INTEGRATION).
- **25 formal properties A-F01..A-F25** (the prompt's P106–P130); hosted suite **142/142**.
- **13 new governance mutations, all killed** (suite now **79/79**).
- **Adversarial federation lab: 100,000 deterministic cases, 35 categories, 0 violations.**
- **8 restriction-only stages live in the hosted MCP path**; live pipeline verifies **83/83** wire probes.
- **Clean-room `cain-atlas-verify`** with zero CAIN imports.
- **Maximum evidence-backed IP base ≈ $3,824,300** (range ≈ $1,554,100 – $7,089,750), internal estimate.

## Production path (live at the decision boundary)

```
FOREIGN AGENT → A2A/HTTP/MCP → IDENTITY → FEDERATED TRUST HANDSHAKE → ASSURANCE REQUEST → ASSURANCE VERIFICATION
→ LOCAL POLICY → AUTHORITY GRAPH → ARGUS CONTINUOUS ASSURANCE → IRONCLAD EFFECT CONTRACT → CAIN DECISION →
MCPGATE → EXECUTION → OBSERVED EFFECT → VERIFIED EFFECT → ASSURANCE UPDATE → EVIDENCE → REVOCATION/CONTINUATION
```

The decision path is live. A real cross-organization counterparty, durable federation state and a peer transport
remain the top blockers.

## Core primitives

- Proposed assurance ladder A0–A8; typed evidence with a shared-dependency independence graph.
- Negotiation bounded by authority; transaction-scoped assurance (agent+authority+action+target+context+
  consequence+evidence+time).
- Federated assurance certificate (scope-bound, offline-verifiable); delegation proof (attenuated, attributable).
- Federated revocation network (propagation, monotonic merge); continuous federated assurance (downgrade-only).
- Evidence-clamped counterparty registry; evidence-only reputation; risk evidence bundle; SANDBOX machine economy;
  SIMULATED physical federation; HTTP/MCP/A2A trust handshake.

## Defects / gaps found

- A registry "clamp" was a no-op (assigned from the value it was compared against); fixed so a declared assurance
  level is clamped down to the evidence-backed level (now enforced by a mutation and its test).
- A name collision between the continuum and ATLAS `issue_certificate` was found and fixed in the deploy verifier.

## Remaining blockers

1. No production cross-organization counterparty; no peer transport; federation objects are per-call.
2. Machine economy SANDBOX (no real rails); physical SIMULATED (no hardware).
3. No third-party security review; no incorporation; no patent.
4. Founder-attested revenue is unverified until a processor/invoice record is attached.

## Next recommendation

Make the certificate an **enforced** artifact at the caller edge and add a durable federation store + revocation
transport; run one real cross-organization pilot. Do not add new moats.
