# CAIN42 — PROJECT ARGUS Report (Prompt 14)

**Continuous Autonomous Assurance Fabric.**
Internal engineering report. **NOT** an appraisal, financing valuation, guarantee, or third-party audit.
Pre-revenue; no incorporation record; no patent filed. Physical systems are **SIMULATED**.

## Executive summary

Prompt 14 changes the question CAIN asks from *"is this action authorized?"* to *"is this agent STILL within the
exact authority, intent, behavioral envelope, environmental assumptions and consequence boundaries under which it
was authorized?"* The central thesis: **AUTHORITY IS A LEASE, NOT A PERMISSION.** When the proof of continued
authorization disappears, autonomy stops.

Delivered:
- **20 net-new system-level families** in `cain/argus/` (8 NOVEL, 8 UNUSUAL, 3 ENGINEERING, 1 INTEGRATION).
- **20 formal properties A-P01..A-P20** (the prompt's P86-P105); hosted property suite now **117/117**.
- **13 new governance mutations, all killed.**
- **Adversarial assurance lab: 100,000 deterministic cases, 36 categories, 0 violations.**
- **9 restriction-only stages live in the hosted MCP path**; live pipeline verifies **67/67** wire probes.
- **Clean-room `cain-argus-verify`** with zero CAIN imports.
- **Maximum evidence-backed IP base ≈ $3,206,100** (range ≈ $1,330,000 – $5,923,000), internal estimate.

## The end-to-end continuous-assurance path

```
AGENT → IDENTITY → INTENT → AUTHORITY → ASSURANCE LEASE → BEHAVIORAL ENVELOPE →
CAIN DECISION → MCPGATE ENFORCEMENT → EXTERNAL ACTION → OBSERVED EFFECT →
ARGUS ASSURANCE UPDATE → CONTINUOUS MONITORING → DRIFT/CHANGE DETECTION →
REAUTHORIZATION → RESTRICT/CONTINUE/REVOKE → VERIFIED RECEIPT → EVIDENCE
```

The decision path is live. Observation of the caller's downstream effect and enforcing the certificate at the
caller's edge remain the top blockers.

## Core primitives

- `ArgusAssuranceObject` — canonical signed assurance state (agent+authority+behavior+environment+world+history+
  evidence+consequence).
- `BehavioralAuthorityEnvelope` + `ExecutionPathAssurance` — boundaries evaluated against the actual path, with
  composition invariance (authority-layer salami defense).
- `ContinuousReauthorizationEngine` + `AutonomousAssuranceLease` — material change invalidates authority; the agent
  cannot extend its own lease.
- `AssuranceVerifierMesh` + `MemoryAuthorityFirewall` + certificate — independent proof that cannot be self-forged
  or laundered.
- `BehavioralDriftEngine`, `EvolutionAssuranceGovernor`, `world_model_assurance`, `PhysicalAssuranceAdapter`
  (SIMULATED), `AssuranceStateMachine`.

## Defects / gaps found

- The gateway's stale git-worktree state caused the hosted harness mutation phase to report `WORKTREE_UNAVAILABLE`;
  a `git worktree prune` restores it (operational note, not a security defect).
- Assurance/lease state is validated per call and not yet persisted across a restart.

## Remaining blockers

1. Bind the caller's downstream execution to the assurance decision (top blocker).
2. Persist assurance/lease state across restart; distributed assurance coordination.
3. Staging soak of the 9 stages through the deployment ladder.
4. Real physical / financial adapters (currently SIMULATED / not present).
5. External security review.

## Next recommendation

Turn the certificate into an **enforcement** artifact at the caller edge (the agent must present a valid certificate
to dispatch), and add a durable assurance state store. Do not add new moats.
