# CAIN-42 Independent Verification Package

**Source commit:** `4b16f6b0cd73000afb7088ac0b7d17436cffa1c3` **Published (UTC):** 2026-10-09T16:20:38Z **Producer:** CAIN-42 operator (internal, not independent).

This package lets an outside reviewer determine what CAIN-42 implements and which claims have reproducible evidence.
Nothing here is fabricated; claims without an artifact are marked NOT_ESTABLISHED.

## Contents
- `evidence_manifest.json` — every artifact with URL, content type, bytes, SHA-256, producer, evidence class.
- `claims_registry.json` — every material claim with an explicit status and what would falsify it.
- `deployment_manifest.json`, `consensus_protocol.json` — cluster and protocol facts, with independence caveats.
- `certificate_samples/` + `offline_verifier/` — a real 3-of-4 QC sample and a standalone Ed25519 verifier + negatives.
- `formal_model_reconciliation.json` — per-run TLC figures reconciling the ~7.3M claim (7,642,008 distinct states).
- `test_count_reconciliation.json` — the 1,963/1,978 figure is NOT_ESTABLISHED; the reproducible count is published.
- `soak_results.json`, `enforcement_boundary.md`, `known_limitations.md`, `component_maturity.json`, `changelog.json`.
- `IP_AND_LICENSING.md` — what is published for verification vs the proprietary source that is withheld.

## Reproduce
```
python3 offline_verifier/verify_qc.py certificate_samples/qc_sample.json certificate_samples/membership.json
python3 offline_verifier/run_fixtures.py     # expects every negative fixture REJECTED
```
See `../EVOLUTION13_REPRODUCE.sh` and each artifact for the full suite.
